MobiReg
Objectives:
Regional Governments of Catalunya, Toscana and Vastra Gotaland wish to cooperate to:
- strengthen regional policy aiming to support the bilateral mobility for learning purposes
- test forms of inter-regional and inter-institutional co-operation to quality and quantity of mobility, paying a special attention to the field of work experiences abroad
- implement forms of inter-regional benchmarking and mutual learning in the field of mobility
- strengthen the three regional system for mobility, based on different patterns but inter-connected in supporting all forms of learning mobility and capable to cover the functions of administration, organisation, financial support and pedagogical preparation of mobility
- ensure a stable partnership with social partners and especially with networks and associations of small and medium enterprises
Approach:
Cooperation and direct involvement of Regional and Local Governments in promoting and supporting mobility can guarantee a better integration and diffusion of mobility among students and trough different sectors of VET and labour policies. That’s why the three Regional Governments signed in May and June 2006 bilateral agreements just about bilateral mobility of learners and workers.
The project MobiReg take a step towards the implementation of the agreements trough:
- preparing in each Region a policy document about regional guidelines in the field of mobility in consultation with social partners and defining strategies, resources, role of different key actors
- defining with European partners the procedures of planning mobility flux among the regions
- defining the potential demand of mobility sustainable (in/out) by each region
- defining common quality standards concerning the phases of reception, placement, learning, certification adapting the basic tools like Mobility charter, ECVET, EQF ed Europass and according to some basic financial criteria
- preparing basic tools for internal/external information, for guidance and for distance learning
- promoting the demand of mobility among young students involved in special VET patways
- delivering resources supporting mobility, implementation, peer monitoring, evaluation
- institutionalisation of the mechanism and enlargement to more Regions
Expected results:
- mechanism for interregional cooperation in the field of mobility
- enlargement of the mechanism to more European Regions trough new bilateral agreement
